First it needs to be measured to see how big of a bore it needs (there should be a ring of untouched metal at the very top of the bore, is there a ridge between this and the rest of the bore?), then you have to buy the parts and have it bored to fit them or bore it yourself with a flex hone. I would recommend you have a small engine shop do it for you.

If you're going to bore the block, those rings I sent you will be useless. They're standard bore.

You'll have to go oversize... oversize piston and rings.

I've had a couple of scratches on my cylinders. However, only 1/20 of them extended from the top to the bottom of the bore. Most stopped where the piston was at the very bottom... (BDC?)

Did a quick hone, broke it in on Castrol HD30, added a bit of Restore w/ CSL, and it runs absolutely great. One pull starter. You saw the video sayre :)

LOL @ flywheel puller. That's just a standard (probably 6") 3 jaw puller. Flywheel pullers screw into the flywheel and pull it out. You'll pretty much break it with a 3 jaw puller...

All you need is to hit the end of the crank, while using a pry bar and it'll pop right out. Seeing as someone didn't weld or JB weld it on :D

Restore w/ CSL (that's what it's called) is a oil additive. I can swear it works. The trashpicked lawnmower gained so much compression you slowed down pulling it, as with my other engines that started easily.

It's in a little silver can. Here's a picture:

NO! NEVER sandpaper! This isn't a weedeater... this is a 4 stroke Briggs 2 horse.

Generally, I use this:

You can find those at automotive stores of Harbor Freight (look for it yourself, they have NO IDEA what it is. They lost a customer because of it... I overheard the convo lol)

Remember, lube it when honing. Honing oil or just plain motor oil works fine.

are those some kinda stones on there?
do i spin it with my hands?
does it have springs on it so it expands and puts pressure on the bore?

No you will NEVER be able to spin it fast enough with your hands. You use a drill, As you can see at the top of the honer. And Yes it has springs to push out on the bore a little bit.

The engine restore stuff is basically leaded oil, the oil burns on the cylinder walls and leaves lead deposits in the scoring.

CSL (IIRC) = Copper, Silver, Lead.

So there is already lead in there. But hey, it works. As long as you don't run it on like 100% of that stuff, you should be fine.

It's about $20 shipped on eBay.

You can buy rebuild kits on eBay. Include stock jet, needle, ect.
