Mr. Newrider nailed it exactly. I'll bet he reads a lot.
File is for ring end gap. I can't imagine anyone filing the circumference and still keep tolerances for entire area.
As soon as concentricity is compromised, rings lose there ability to seal.
Tolerance would be less than the diameter of a human hair.

they say to file it side to side instead of forward and back bcause you may chip off the protective coating on the outside

The scrathced piston is not good, IDK if it should be replaced or not. The shroud should have 3 sets of numbers all in a row, year is the first 2 of the last set.

I bored an aluminum leafblower, runs great, bore is a mirror. You can take it to a machine shop or buy the piston and bore with a honing tool till it fits.

Any local automotive store. There's the 2 types of paste (Coarse and fine), and the water soulable one (the more water you add, the "finer" it becomes).

And two sticks with suction cups on both ends. Clean off ALL of it, as lapping compound will eat your engine alive...

A few scratches is all right. However, if theres a million or so and you can feel them all with a fingernail, you got problems. As long as your rings are the rightside up, you should be fine though.

It's the first 2 digits of the last set of numbers.

You can bor

You can go to .010 over easily, usually with just a GOOD precise hone. It isn't really very much larger than standard.
