Keep in mind that the decorative (non-structural) tube they use in that instructable is DEAD thin. Way thinner than you are going to use.

For tire sizing, the LAST number is rim diameter- IE 13x5-6. 13 is the overall height in inches, 5 is the width at its widest point (sidewall bulge, not tread) and it fits a 6" diameter rim.

4.10x3.50-4 means- 4.10 sidewall height, 3.5" wide, 4" rim diameter. Approximately 12" diameter. Please use the EDIT button to avoid rapidfire posts.

Thanks for answering. Also I picked up an awesome used chair for 25$. We unscrewed the roller and now it is just the chair. we spray painted it grey in the picture. Next we are going to do the final coat black. Also the arm rests I plan to paint blue along with the frame of the Kart:

also if I replace the bearings in the other tires will they work?

doubt the integrity of the thin walled rim would handle well once you get weight, speed, and side pressure from turns ... don't risk your safety over a few bucks

Those same wheels are working very well for me, just buy spares just encase. I think they are cheap enough for us who are just starting off.
