Kinda hard to read the weld after you grind it. It looks like the weld is just sitting on top with little penetration to the metal. Can you show a back side of the weld? You should be able to see the bluing.

how's the new helmet?

Those larger joints where the heat has time to "move in" look better than the spots. I have basically the same machine. I would slow the feed and raise the zap.
I think that the wire feed control also has some effect on amperage too. More feed more amps. Less feed less amps.
I also think that thickness of metal is the limit of that welders capability. It just can't heat the metal well enough.

Try a destructive test. Make a 90 weld and then set it on the ground like a tee pee. Then BFH the top making the legs split.

Tried to photo the backside.
Theres a few tacks “inside” the tube, on the back side of a couple of the beads.

Wonder if I should try without this anti-spatter?
I’ve been welding through it. Mostly water I think. Maybe it drips into the weld?

The guy who I know that put the steering head on said he was only familiar with ceramic sprays with cannot be welded through. He started covering the area he wanted to weld and was surprised when I told him you should be able to weld right through it.

Maybe with such low voltage / amperage the anti-spatter coating causes issues?

In my mind. The water in the spray absorbs the heat as it evaporates reducing the amount of heat going into the work…

No idea if this is significant or not, but worth testing IMO.
