See if this video helps. These "auto-chokes" are basically retracted needles that allow extra fuel into the intake for easier cold starts. As the "choke" heats up the needle extends into the fuel port and restricts flow until the engine runs normally. Look for an unused male connector somewhere...

See if the vacuum operated fuel valve under the tank is working properly. Vacuum from the engine opens the valve to allow fuel flow. If you have low vacuum or a bad valve you won't get enough fuel to the engine. Use a vacuum pump to test or carefully draw vacuum with your mouth.

Your governor springs sound like they're on wrong or in the wrong holes. The governor controls engine speed.

What were you trying to accomplish by using a zip tie on the governor?

Do you have a vacuum pump? Take the fuel hose off the carburetor, attach a vacuum pump to the vacuum port at the fuel valve under the tank and apply vacuum to it. Fuel should flow from the valve and out of the hose. This will eliminate the fuel valve as the culprit. You're not getting enough...
