As long as the two marks on the cam are level with the head as your one picture shows and the piston is at TDC you should be fine. Here is a top end kit from Go Kart Supply if you have trouble with what you purchased.

Pull the electric choke unit off and see if the pintle is stuck open. at least you'll eliminate that as a culprit. The pintle should be retracted cold.
