How did you determine it has an AC CDI?

Not sure if this will help you or not but if you decide on one this image shows a GY6 with an oil filter system. Taken from the GY6/150cc engine shop manual.

Make sure you don't have a carb gasket on wrong possibly blocking a fuel port.

The butterfly/choke should be closed on cold starts with the choke lever set to choke then when it starts you pull the choke lever back to open it. The governor regulates engine speed once the engine starts. You removed the governor so I would recheck what's going on there.

Did it start okay with the original carb? If nothing changed other than the carb I'd look at the new one as the culprit. The butterfly should close when the lever is pushed to choke. Did any springs get changed? Check for a pinched fuel hose.

Why did it need a carb?

If the parts from Go Kart Supply work, maybe save some shipping costs and go with their generic TAV setup. Just make sure you use standard fastening bolts as opposed to metric. I picked up a kart with a setup like this but the owner forced in metric bolts to fasten it and damaged the threads. I...

It's a shame people get in over their heads with these things and start chopping wires, shorting out components then give up and dump them, leaving the next buyer a rat nest to deal with. That's why I said deal with getting power to the starter and getting spark first then worry about the bells...
