I would replace the electric choke assembly. When these engines are started cold, the choke pintle or pin is retracted allowing extra fuel into the intake manifold. As the engine warms up, the pintle extends, slowly closing off the extra fuel to keep the engine from flooding. My guess is your choke is stuck in the extended position, not allowing extra fuel into the engine when cold. Replace the part and report back the results. Make sure the shut off lever on the fuel valve under the tank is open also.

I saw where there is no shut off option on the fuel valve after I replied. You can try putting a tee in the fuel hose then use a vacuum pump to create more vacuum then try to start it. Do a compression test, if the rings or cylinder are worn you won't get enough vacuum. The choke mod you installed may not let enough fuel into the intake like the electric choke does. I'm not familiar with that mod so I really can't say for sure. Let us know what you come up with.

Pull the electric choke unit off and see if the pintle is stuck open. at least you'll eliminate that as a culprit. The pintle should be retracted cold.
