Fuel from the air filter usually means the a float is set too low and doesn't stop the fuel flow. It should still run though, so I'm not sure what's going on. Does it crank easy or really slow? Have you looked at the valves?

New plug? did you check the compression? did you check spark?

The oil will still smell like gas after changing until flushed a few times, so you would have to check if the oil is thinned out to figure out if the gas is getting in it. The smell of gas is pretty strong and hangs around.

I'm leaning towards the gas in oil issue being caused by the old petcock going bad. The no start may not be related to the oil problem. does it run on a shot of starting fluid into the carb?

No it doesn't.

I also put a petcock that doesn't have the connector for the vaccum line and still didn't work like that.

try a new spark plug. I have seen them spark good out of the engine but not when installed.

NGK C7HSA is the standard plug. Is that what you have now?

yes it is on the plug. You should be able to get one at a local auto parts store.

Also it will probably be cheaper to buy at auto parts store than to have shipped. should only cost $2.50-$3.00

There are many ways for gas to reach the crankcase, that's just one; the usual, ie: most common cause is fuel overflowing from the carb, usually caused by a bad needle & seat, into the inlet port, past the valve then past the piston rings & into the crankcase...
