Yep, I looked at mine and I was wrong. It attaches to the arm on the drum, then the frame, but you have already figured it out.
The carb, if it's a 196 cc or a clone, pretty much the same thing, isn't adjustable except the idle screw and the throttle stop. There isn't a high speed adjustment screw.
I am not sure what you mean"wasn't adjusted to 3600 rpms. The chain should have aprox 1/2 inch of play. What do you mean the wheel won't turn if tight? If it's that tight, obviously that's too tight. Bout a half inch of play.
So you are close.
The surging of the engine may be the gov kicking in.

The clone stock carb isn't adjustable. Unless someone can prove differently.

Yep. On the gov spring, which hole is it in on the gov arm? Mine works best in the third.

Those things really are pretty easy in comparrison. I do wish you could do some fine get er dialed in just right. But, overall great engine.
I haven't done much to mine. I just did the cheater in the gov spring That helped mine a lot. I am just careful so I don't blow it up until I get the cash to build one of them into a fire belching, rubber burning, wheelie ridin, badass machine. Hhaaa ha.

im sorry to inform you, and i hate to, but both of you are wrong, its a 196cc homelite clone, mine was routed for a tail light to, which youll see and it surges just a bit, theres a bit of play in the chain, hits the gaurd. and sometimes they set them so **** lean from the factory, you take out the stop screw and it wont run a full 3600 rpm without getting enough gas, i remember seeing somthing about an adjustable carb, i know there was one on my neighbors old clone, and ive seen one on one of thesse engines before

The engine is still basically a clone. Same thing different name. They are not adjustable.

im not talking about the main jet, i heard the idle jet makes a diffrence, you can adjust the idle jet on thesse motors

ohhh ok, well unfortunatly he said its surging at speed, so the idle jet wouldnt much much of a difference. BUT the bowl of his carb could be dirty or it has a tiny spot of crud on it.

you'd be surprised! honest! im not arguing, but believe me i got into spats with ppl telling me the carb is dirty or leaking around the mount, i assured and shot back time after time, but alas it was a spec of corrosion that i couldnt see, clogging the tinniest passage out of sight. i felt dumb, but nevertheless! its gotta be something silly making it do that.

Yep, there is a little black cap over a screw. It has a spring. I personally wouldn't mess with it.
Again, what do ya mean it stops after you let off a 1/8 throttle?
I really think it's the gov working. Can't help ya much more, if I have at all.

its got the great torque, then the governor kicks in at full throttle, if i hold it wide open continuously, it starts to get like an rpm skip, constant, then extra torque for 1 second, constant, extra torque for one second, but if i take and let up on the throttle just a tiny bit it holds constant rpm, dont know why, and i like mine dangerous and fun, when i joined here, i never even had a working throttle, on a HF clone i reached my hand down and pulled the throttle open, then shut when i was getting ready to stop ,

Ha, thats what i did with mt red kart and honda gx200... good times good times...

Anyways, the "surging" Im positive is from the governer.

Mine stopped when I fixed the gov spring with the cheater.

ive thought of doing that, but heres my thinking, A. its a better clone than one ive ever had, and it hasent given up on me yet, i dont want to kill or harm it, B when i get my TC the governor is always changing the ratio, nd that bypasses governor, but limits rpm which is good, and C if im going to do it, im going to do the whole thing, governor out, billet, better springs
