They are keyed and most likely stuck on. Try some heat to possibly break em free.

Turn the screw on top of the carb out. In means higher idle out is lower.

Since nobody else has said it yet, it could be that the wheel was spinning on the axle and that's just worn.

Simple awnser, yes. Longer: the driven pulley is most likely a series 30 where the driver is something else (sieries 20) so it would need a belt and a series 20 driven or a series 30 driver

If it has a tube put more air. Just be careful

And the oposite direction. They're usually on snowblowers and tillers bc they can give it reverse.

If you hit the wheel with a punch from the inside as close to the axle as you can get it you'll have more luck getting it off without breaking it. Or heat it and then beat on the inside edge. What we did with this one was set it up on a yable with a hole in it and had two pieces of angle iron...

Thd bottom spring on the driver looks stretched/bent.

Scrub at it with a wire brush.

Get a battery. And I recomend getting tubes over tireslime. The wheels will rust faster and in the off chance that you take the tire off it's disgusting. Old slime.

Hey! I've got one too. (And I'm in Ohio). Mine's got plates welded in as gussets. They're like 3/8" and my "cage" is also broke. It's on top where the cross piece is.
