Appears to be Tecumseh. If so, will likely have an oil pump. If it's B&S, it will have an oil slinger. More info is needed.
Can you supply all info from this plate?
Small output shaft is called an auxiliary PTO and runs at a fraction of the speed of primary PTO and is not designed for heavy loads.

Well, that side plate just says step here when pulling , The actual information plate on the back says Sears Roebuck and Co. with a model # 131 97850...I'll open it up sometime this week, only problem is that bolt holding the blades needs some care while taking it off. Wouldn't want to strip it, so I gotta go find a proper wrench up at my other property.

Ok.
Engine number is 143.234092.
The first 3 digits (143) indicate Tecumseh. 500.xxxxxx would be B&S.
Actual engine number is ECV100-145038A. Is specific to Craftsman/Sears and has standard point ignition. Pretty old.

I'm new to this so you have to be more clear with me.

Although it may not be a good candidate for a kart engine,
Can it be done?
If not then I have to go looking for another engine, and quick because my physics project deadline is May 11 and that engine has to be prepped so that it is in perfect condition, much like I've done with this one.

Preferably an old riding lawn mower:p

Anything can be done if enough money and time is thrown at it.
Keep in mind that this engine has a pump and must be submerged in oil. Unlike Briggs engines, Tecumseh's rely on pressure, not splash. Given that this is a vertical shaft design, keeping pump submerged may not be possible when it's rotated 90°.
A Briggs engine would be the way to go in my opinion.
Even with a Briggs vertical shaft model, a month is not enough time to get this to operate. Again, my opinion.
Get a purpose built horizontal shaft engine. Life will be much kinder.

Edgers (not weed whackers), log splitters, reel mowers (Jacobsen), compressors, some pumps, some power washers...
There are more, I just can't think of them at the moment.
Avoid generators/alternators.

and what type of push lawn mower would be the easiest to convert, I see you use lawnboys, and Sideways is using Briggs.

I might be able to get one of those.

Anything 2 stroke (like lawnboys or victas) are much easier, just turn the carb 90 degrees.

The problem is time constraints that have been placed on you.
Took me a very long time to get where I'm at now. Was several months before I could find a Lawn-Boy engine (that I knew of) that would work at all.
Sideways has not completed his yet and the 2 or 3 guys that I know of that wanted to use Lawn-Boy's either gave up or ran into some hurdle that stopped them cold. Fast Eddie and Kibble are two names that immediately come to mind.
I would like to point out that I have decades of experience to back me up.
The clock is running my friend.

If you had parts on hand, someone with experience could easily convert a 4 stroke briggs to run horizontal in a week, or less. Its not very complicated at all, as long as the output shaft is usable.

Yeah, it's a snap just to slap it together. Look at how many are out there.

Get me a push mower and ill show you. Its as easy as draining the oil, remove sidecover, make rod dipper, rotate carb, make engine mount, and possibly re-work a few other things such as exhaust and recoil. That can easily be done in a week, or at least i could, not sure about you.

I'm in Canada,

What if I moved the fuel pump to where the oil is at 90 degrees?
