Yes. This month was shorter than 21 days and is still named exactly the same way it was then.

February 1923 in Greece only had 15 days

(Bulgaria is an April, but February was shorter than that )

You misunderstood that post. Originally there were 2 questions- Which is the second shortest month? - Which you answered correctly ( April-because of DST) hence " April is correct, however"......

The other question was what was the shortest month ever-which you answered incorrectly- hence - " No-but that was a good guess".......
