Try 60T on the back and 12T on the jackshaft.
With 18" Tires, 5k RPM would be around 53mph.
I had (gave to my nephews) a mild 420cc / 40 series on a pretty heavy buggy with 18" tires.
It is geared 60T : 11T, which would be 50 mph at 5k RPM.
Haven't ever tested top speed and I don't know how high it will rev. I just replaced the brakes so maybe we'll give it a try soon. If trying to rev 5k or above on a 420, I think you might need to upgrade the valve springs. I seem to remember reading that the big blocks don't like to rev much over 4300-4500 with stock springs.
