It sounds like you need a tote goat.
How about a twin or an oppy from a ride on mower. Big displacement and big torque.

I’m not hauling that much weight. A chest freezer, a dresser, some wood, groceries, max 300-400 lbs. plus weight of scooter and myself so apx 1000 lbs total

Don't know what to tell ya. Maybe a quad engine. Then you have a built in transmission.

I just don't think a race purposed engine is gonna be ideal. Turning 6k just to putt around and drag a trailer.

Now if you just making a zoomie scooter that's different.

Yes 6k to build a scooter to putt around and drag a trailer. It’s not to go fast but I need the torque so 200ish cc is what I figure my sweet spot is. Add a gearbox and done. Easy install. Would still look “stock”

Looks like you can get a 420 for less than a dollar a cc.

For instance powerfist makes a 212 cc but it has a fuel tank on top. How hard is it to relocate a different tank. And attach a gearbox

I’m guessing it’s just a small fuel line going from the tank to the carb?

The gearbox and torque converter you mentioned in the beginning will hook up to a Powerfist just as easily as the LO206, they are nearly identical in that regard. 3-4 bolts and the gas tank comes off. Longer fuel line and half a teaspoon of ingenuity and you're done.
