You have half of a torque converter set-up. You have the jackshaft with a driven unit (the pulley) on it. Most people prefer the torque converter over a centrifugal clutch. It kind of acts like an automatic transmission with overdrive. Geared properly it will give you good torque at take-off and a nice top speed. The part that you're missing is the driver. It goes on the engine.
