What I am getting at, is the "gear ratio" of the pullys is wrong.
What is the right "gear ratio" for a walk behind snow blower, is not the right ratio for a Kart. The end result most likely a walking pace go kart.
That will be disapointing for every one involved! And nobody will be impressed with yer fabbin Skills.

Thats probably worse. You might want to do a little math.
engine pully size/rpm/axle pully/axle rpm/tire size that equate to the desired speed.
Not trying to discourage you, only help.
Going into a project a little smarter leads to a better chanch of success.
Throwing what ya have at a project, just cuz its watcha got, rarely works.
if you find that place were ya can get a little smarter, please let us know.

Very old snow throwers used a clutch, made in the 70's & early 80's but they quickly got away from a clutch and used a tensioner system because of liability. This forced you to have your hand on the lever that would either propel the machine or turn the auger. Seems like men don't read direction about turning off the snow thrower BEFORE you stick your hand into it to clear out some obstruction. There was a lot of finger pointing who was dumber, but the guy with no fingers won the lawsuits. Same thing happen with chipper shredders but it was a different guy that stuck his fingers in there but same results he no longer could play the piano.

I'd put those aside for another project or keep for spares and seek a wheel and sprocket combo. Something like this where you have the wheel (a two-piece wheel) and a flanged hub ready to take the sprocket of your choice:

Or something like a minibike tire, wheel, sprocket, brake drum and brake assembly sort of all-in-one assembly.

These are just examples, I am not suggesting you buy any of it until you work out your blueprints and what your expectations are.
