Those welds are not good. They look like a bird flew over and crapped on it. They are not strong and I promise you there is no penetration. I suppose if you are the only one going to use this cart then feel free... just use it on your own property and don't endanger others.

Those welds look horrible. Grind them off and re-do them or have someone else do them.
