Actually, it wouldn't hurt to pull the cover off the machine to make sure the cable lugs are tight. You said the contact tip is new? I know it sounds stupid, but double check to make sure it's that riht size. I don't think anybody mentioned the cable liner. If it's full of crud it will create a lot of friction with the wire and cause that problem, as well as pushing a lot of crud into a new to. If there's a lot of miles on the cable liner, completely remove it from the machine, smack it around (gently) a little, and blow it out with compressed air. Or replace it. Also make sure there are no kinks in it, and keep it as straight as possible while welding.
A lot of spring tension in the clamp is a good thing. Mine actually requires both hands to squeeze open. This makes for better contact.
