Crack the gas cap open slightly and try it. The cap vent could be clogged or restricted limiting fuel flow or creating vacuum as things heat up. I don't think temperature affects the belt or pulleys unless there's extreme slippage burning the belt.

It didn't appear to have any slack in it, maybe it was just the angle of the picture. Generally chains need some flex or droop to allow for runout from the sprockets or they'll bind up.

Usually you can tell which CDI you need is by turning on the headlights. If they illuminate with the engine off you have a DC CDI. If they only illuminate with the engine running you have an AC CDI.

There looks to be no clearance where the chain is close to the nut next to it plus it appears too tight. See if this video is at all helpful.

Not sure if it will help but the chain needs a little bit of slack or droop. If it's too tight it will bind up and cause the engine to labor. This way the throttle cable pulls the governor lever as it's supposed to and the heavy spring returns the throttle to idle.

What I do is take the hook end of the spring and hook it under the cable stop screw and put the inner cable through the stop. Seems to work fine for me. Leave the weird bow type spring where it is. Here's a mock up of what I'm talking about. I don't have the original springs anymore...

This is the last kart I reconditioned and sold this past Summer. New mudder tires, paint work, new torque converter, new engine, rebuilt seat, new tie rod end. Guy bought it for his kid for Christmas. I wish there would have been something like this under the tree for me at Christmas.
