Does it work to switch the bearings around, so the thing that sticks out will go to the inside instead of the outside?

The first one will need alot of work. I don't think you can make the first one into the kind of cart the second one is for under $300. Plus the second one has a Honda motor.

I don't know what it would cost from scratch but I know you would save a bunch by buying a used one and fixing it. I bought a used rolling chassis($60) and I supplied a new motor($130), centifugal clutch($50), replaced wheel bearings and drive shaft bearings, driven sprocket and hub, chain($80)...

Well, I turned the black screw counter clock-wise again and still nothing. Had to take the filter and cover off of the carb to see why it wasn't working. Seems the spring on the governor linkage was too tight, so the black piece that is supposed to rest against the idle screw wasn't.

I think its already sold.

Obviously by your description you have a fuel leak. When the motor is run wide open it might be sucking in air through that leak, starving the carb. I would look for the leak in the primer bulb. Maybe replace it.

Is the front end undamaged? If it is, you could use it all for steering/suspension.
