Id say up the rear sprocket tooth count to at least a 60... if not might have to put a jackahaft to augment the ratio... tire are big, so thats the real issue..

Try Amazon or get a bit of gasket paper from an auto parts store or any cardboard packaging material about the same thickness(thickness isnt super critical in this case)....

The flywheel has a key on the shaft connecting the point of timing of ignition.... It can be offset to allow advance or retarding...
Use a torch to heat the outer housing it sits in... then see how easily it comes out...
Use a brass, aluminum wood tool to punch out the bearing, as to not damage the bearing housing accidentally....
2rs is a rubber seal...
Z or ZZ is a metal permiable shield, that allows the grease to penitrate and lubricate the race...
With that being said, a call to a local bearing house, in you city should be able to source that easily.

Clean it extremely well.. gouge out the crack a bit... Might take a full tube of stuff... I reckon it'll fix it enough.....

When you pull the cord for the first few inches.... does it have any resistance or hangups.... or just fine till it contacts the cup???....
Does it have factory starter cup and blower housing???
It almost sounds like the cup is out of standard alignment with the starter pawls...
They will bind and hang up if the housing isn't seated correctly, or if the flywheel is offset not being stock...
Or... It's got alot more go off the...
That does sound unusual...
Lets see some pics of the cup and starter mech....
I reckon something is awry with the fitment....
