I think it's just top coat it's rust oleum 2x ultra cover gloss clear it's a spray can

Ok so I have it all weld up I wanted to buy tires from harbor freight but they only sell 5/8th bearing and my new axle has 3/4 inch axles can u just just swap in different bearings of will these just not work?
