Take a pic from the side looking at rockers and valves. Could definitely cause resistance. Does yours come to a solid will not turn anymore or feel like compression when not supposed to be.

take off valve cover and have a peek. 4 bolts. nothing can fall out. Then post pic. Your pushrods should be under the rocker arm.

Almost sounds like pushrods are no longer on the rockers.

Parts engine if needed. Traded the old 99cc hisun yesterday after not being able to sell for months. 1973 briggs swapped out flywheel for one without broken fins oiled up choke and yanked. It fired up but burns some oil. rings are gone.
