    The hydro motors from a zero turn mower would seem ideal for running tracks. They can spin in place, so why should you not have that capability? Find an old zero turn and get a track setup meant for a 4x4 truck.

    I have waved unlit propane torches around under car hoods looking for vacuum leaks for decades. Some military trucks use a propane enrichment cold start system for years. I have used it to get flooded small engines to run when ether was not available. Yes, backfires can be exilerating.

    Build the non hemi and sell the hemi specific parts to someone who needs them. If they are not being made, the performance parts will dry up soon, too. Go with the current engine if for no other reason than future parts availability.

    You need to anchor that cable sheath. Look at bike brake levers for the hollow bolt that the sheath seats in ansd the cable passes through. Maybe your sister's bike has one you can look at.

    5 horse Briggs flathead, belt clutch from Northen Tool or Tractor Supply, tires should be replaced just because of their age. Check steering and brakes. Replace cables as needed, lube moving parts and test drive it. If all is solid, ride it this summer and call it a painting project next winter.
