A simple torque converter will make that creation have about three times the gear on takeoff and not lose any top end speed. They can be found for about 50 to 70 bucks.

That looks like a tie rod end welded to the spindle. It can be removed with some cutting and grinding, but, honestly, I think I would replace the spindles and keep the Heim joints on your tie rods.

You can find a Tec carb with a 90 degree inlet fitting.

Look at Tecumseh tanks and mounting brackets on eBay. They will hang the tank on the front of the engine, using some head bolts. You might need to redrill or elongate a hole or two. Frame mounted tanks are easy on mini bikes, but not so easy on a Kart.

36 volts is in golf cart territory. I dont know what those controllers cost. Is the wheelchair controller a sealed unit with circuit boards?

I don't see any drivetrain.
