No you can't cut the belt. It requires the proper width to sit in the pullies.

Usually its rust on the pulley sheaves. But where your wear is happening it look like the belt is riding real low in the driven unit and rubbing the rivets. As the belt wears it will keep getting narrower. A new belt is the only way to fully remedy this. Make sure the spacing is correct...
