Yes line up the dots, reset your valve lash to .003 on both and be sure it is on the compression stroke when setting them and you should be all set.

If the chain is old it may be worth replacing. It may be a little stretched.

I was having the same problem and it was the valve lash setting. I reset it to .003 on the compression stroke and it resolved the issue. I know you said you set yours to that but I also assume that you know for sure that the dots on the cam and crank are lined up?

You could probably go to your local hardware store and just buy some 1/4" round stock and cut, bend, drill where you need to.
