Then the gearing might be wrong. One of the experts should be able to tell you for sure but I wouldn't think it should be off bad enough to smoke a new clutch that fast. Maybe not reaching full throttle? Have you checked to make sure your peddle is allowing the carb to open fully?

The op said it must be electric. I don't think it's going to help if people keep suggesting a gas engine. Maybe a better angle to try is asking the OP why he is set on going electric.

He didn't blow out any windows. It's nothing more then a myth but you can gets systems powerfully enough to cause your hart to beat irregular. The system I did for my niece is in an Explorer. It's more then loud enough for her.

Then again, if it truly can hit 60, it's possible that it's a 150. I have a Honda scooter with a 50cc and it will top out at about 40 with me on it (200lb)

Based on the size scooter I'm going to take a guess and say its a 50 but it's just a guess. Should be able to do a search on the scooter and find out for sure.

Are you sure it's only 50cc? They make a GY6 in a 150cc version (long and short case) It's not a bad little motor and can be found in all types of scooters.
