Have you tried starting fluid?

If you have, check your valve lash. it may have gotten screwed up when u were fiddling inside the engine.

I've heard of a few cases where people did the governor removal, and when they pulled the cam, the pushrods slid back far enough for the lash caps to fall off.

Pull the valve cover and check everything out.

Yes I pulled the valve cover off and check the rocker arms and all that stuff the rods only new place like it should be I make sure I was at top dead center. I'm not sure how true this is but I was told there is two different types of top dead center compression push out and I forget the other name of it is this true

No, it's not true. TDC is when the piston is at the top of the stroke. When you're putting it back together, it doesn't matter "which" stroke as long as you get the marks aligned.

It doesn't matter lining up the dots on the crank and cam.

But it needs to be TDC on the COMPRESSION stroke to check or set valve lash. The "other" TDC is exhaust.

Yup. Up is up, down is down. The piston doesn't dictate what stroke the engine is on, the valvetrain does. Marks aligned = good to go.

Once the engine is assembled and timed, the Piston does hit TDC twice per four stroke cycle. Just before the power stroke, and just before the intake stroke.

If your timing marks are aligned, then it's right. Something else must be wrong.

TDC of Compression. Both valves are closed. Lifters are sitting on the cam base circle.
TDC of Exhaust. Both valves maybe open. Lifters on lobes.

Set lash when the lifter is on the base circle of the cam.
