With the history and law aspects out of the way... there are ways to loophole or otherwise just be ignored and left alone as long as you aren't being a reckless road hazard.
First and foremost it depends on the temperment of your local LEO's in general; as in how big is the stick up their @sses and how by the book do they play it?
Second is do you live in a city, or small town? Small towns tend to not bother anyone that isn't a danger to themselves or others, being reckless, or being a public nuisance.
The best way to be "safe" but overlooked is to go "full federal" unfortunately as small as your toy truck is trying not to be noticed will get you dead, and trying to be seen will most probably get you sent home with a warning at least once.
Full federal would be easy[ISH] because you have handlebars to rig it up with prefab motorcycle bar controls with; You'd need DRLs (daytime running lights), a headlight(s) (not the same as DRL unless you have Hi/Low function wired accordingly), running tails, turn signals, 4way switch would be smart but not actually required, a horn, a brake light(s) and an emergency shut off in immediate easy reach.
This will all require a reliable battery (power wheels Lion or SLA won't last long before they don't hold a charge) and at that rate you may as well pull the flywheel off and drop in a charging coil set (may or may not require a 3rd party regulator-rectifier)
Due specifically to its small size a fiberglass whip with a HiVis safety flag would be extremely advisable, and maybe some reflector tape to to use on the bumpers to add visibility in the event your lights fail.
