I finally got my go kart put together and I noticed thar my torque converter driver pulley seems to wobble a little bit is this normal? I used an impact to tighten the bolt on the shaft so I don't see how it could be loose

Wobble means loose, you can move it with your fingers. Out of alignment means you cannot lay a straightedge from the driver pulley's face to the driven pulley's face, and you can only detect the movement as the driver turns around its 360 axis. Which is it?
Use of an impact on the shaft bolt means the bolt is tight against something, supposedly the driver. If the driver's loose, the bolt must have bottomed out before it tightened against the driver. If so, you must have left out some spacers somewhere.

I guess it's out of alignment because it is very snug and doesn't even think about moving when I shake it with my hand. The other night the bolt came loose and the torque converter came apart but it didn't appear to be damaged so I put it back together

Take the driver apart again, use a good dry moly lube on the internal parts so they move very freely, just don't get any on the belt-contact faces. Sounds like something internal didn't go back together correctly, maybe backwards, maybe out of place, maybe who knows..............
30 series or 40 series TC? What horsepower engine?

I already ordered the replacement parts I'm not going to sweat it I heard kind of a scraping going on in there so I'm just gonna replace it

So the replacement parts came in today and I put it on looked good felt good no wobble at all. Then I took it out and was doing some donuts in the snow and then what I think is the torque converter locked up. The two back wheels will not roll they are locked up

Is the belt stuck in the driven clutch? What series is the CVT? 30? 40? Do you have any pictures?
30 series and the belt moves freely idk what's going. Everything I've gotten as far as parts is from gopowersports.

Is the brake caliper locked up, stuck? Brake pedal and rods move freely? Bearings ok, not frozen or falling apart?

Nope I've replaced everything on this go kart brake drum, band, axle, all bearings, rims and tires, engine, torque converter, cables etc. I think it has to be something with the torque converter idk if I might put it on too tight because I really drilled it with the impact because I didn't want it coming off again

If you use BLUE Loc-Tite on the bolt it will stay in and not come out until you want it to. Like Franks Red Hot Sauce, “I Put That $hip on everything!” No need to use an impact to reef it on then and keeps moisture out of the threads which means no rust.
What brand belt are you using? We have fixed more CVT problems with getting people to use Genuine Comet or Manco belts. They are expensive, but they last so much longer and work so much better.

Usually when I had a sticking issue I was able to pop the sheeve back into the pulley after I shut the engine off.

the belt moves freely
Does that mean the pulleys turn freely also? If so, is the chain still on the output sprocket of the TC? If it's still on properly on both sprockets, take it off of both. At least then you'll know what's locked up, the axle or the TC or the motor or whatever.
