Ok, to better clarify this is a motorized drift trike project with/for my son, and therfor pvc "sleeves" will be wrapped around the tires . 12" tires MAY very possibly work; however, 10" pvc can be locally purchased and readily available whereas 12" is special order and EXTREMELY expensive from what I've seen; as in around $100 per foot or more plus shipping; 10" is around $30/ft give or take. Seeing as the pvc will be quickly abused and will constantly need to be changed out, I'd prefer the smaller available stuff. Otherwise I might as well skip the pvc and go with just baking the rubber tire; because new tires will actually cost less. Nevermind the fact that deapite his current interest and excitement, my son may only use it for an hour and park it to rust away. I'm trying to be as frugal as possible for the initial build.
As for the tread/turf: slick is obviously best for full contact, but others can be used. You deflate the tire, push/force the pvc over them, and air back up to hold them on... That's why I initially went with used tires that are basically junk for race use and were to be tossed out. Some people even use adhesives and caulking; especially with a "non-slick" tire. I'm fine with that route.
