On my stuck seat rails, after cleaning and spraying lots of penetrating oil I still had to put them in a vise and then with a block of wood and a hammer work them back and forth, a little bit farther each time. Once separated, a good coat
of grease and they are fine. Even with a rust dissolving agent, I doubt that they will pull apart by hand the first time. I had to do this on two different Yerf-Dog karts, having a sliding seat mechanism exactly like yours.
