WELL THAT'S WHY!!!
Even with a TC, 6/1 with 22" tires is not going anywhere! You need to gear somewhere in the neighborhood of ~8/1.

In summary:
Your gearing is too high, gear lower. Problem being that you are probably slipping your belt.

Silly question, but how exactly do I do that? Change the axle sprocket; the drive sprocket? Thanks

Both is good. You could always swap the tires for 18" tires. 6:1 and a T/C on 18" is fine.

Also, is your T/C a cheapo from china? Swap the belt for a real COMET belt. Might help your slipping issue. Also make sure there is no oil or anything to cause a slippery surface on the sheaves.

Ok, here goes another "rookie" question: What's a Jack shaft, and what's it supposed to do? Where can I look to get info on this. Thanks in advance.

A jackshaft is like a mini axle. It allows you to have a dual stage gear reduction and just free spins with gears on it. There is one on your T/C30, its the shaft that the driven is on and the 10T sprocket that goes to the rear wheels.
