That seat's probably been passed around a bit over the years ….
If you have a Harbor freight in your area,, they have 4''- ''Warrior'' poly carbide abrasive wheels, that work ''real good'' on an angle grinder,, to get the top layers of the bad stuff off.

I then use the 3' - ''red cup'' wire wheels that they also have,, to get the rest knocked down to bare metal.
Lastly,,
Just try not to grind into the bare metal, as it's probably chrome moly.
