usually we say add a bit of heat.. which in your case is a NONO! (plastic and such)
you should also be carefull not to wet the plastic with unknown/untested penetrating oils.
chances are it's reacting with the plastic (dissolving it, or just softening it)
(the acetone ATF mix sure would!)

upside down, a drop on the metal insert, when it's gone another drop ... and so on.

As I said I used a wrench (fork resting against the metal insert) and a mallet to hit said wrench,
that did the trick for me
(after it sat for ~12h soaked in Caramba [the local name brand multi oil])
two or three taps and the rust gave up :D

Here's a thought: apart from the rust, the only thing holding the wheel in place is the bolt; once the bolt is removed, you should be able to turn it on the shaft (after the aforementioned penetrating treatment); gently though, you don't want to damage the wheel...

Excellent point!
All movement is good and works in your favour (well in favour of the penetrating fluids that is)
since it opens up yet another crack eventually.

Here's what I'd try:
get a pice of steel rod that fit's inside the through hole.
carefully measure the "meat" of the steering wheel hub section,
mark that on the rod and slip it in the hole as a lever.
use that bar (which now should sit in the steel insert without locking the steering shaft)
to tap and rock the steering wheel left to right;
that makes sure you don't accidentally crack the plastic steering wheel because you applied too much force while trying.

maybe even two such rods.

everytime it gives ever so slightly.. add more penetrating oil, wait a bit and try again.
if you reach a dead end (where it doesn't want to move further in any one direction..
just change direction!
up, down, left right.. which ever direction gives you movement,
add oil, wiggle, let it sit, wiggle more, add more..wait more :(

patience is the most important part of this task I'm afraid..
I've been lucky (overnight and a few taps as I said...)
Maybe you are not :(
But it will come loose eventually!
[as long as noone welded the steering wheel to the shaft that is ;)]
