Welcome ed
I don't suppose you'd fill in your member profile. Its good to know where are. We also have a mega cool map to put your pin in.

If you look In 'engines and clutches' there's a sticky about these engines their really popular here. But I read on another post, if you remove the govoner from any engine. You get something called 'valve bounce'...
Also your rod and flywhell are effected some what. The rod more than the flywheel. But I'm not the expert on engines. Just know the basics....

But your problem of spluttering...
Does it stay all the way through the acceleration or does it die off at higher revs.. Could be a carberettur problem. Choke problem.

Did you remove the whole system or just the exterior arm....

I have been using a different method. I do not remove the govenor at all. What I do is put a spring that will hold the lever from kicking in. Kind of difficult to explain, I will take some pictures.

How long do you expect your engine to last? Have a look at this post; that's what happens when a governor is revved beyond its limits, which, in turn, will destroy your engine...

To remove a governor safely, the entire mechanism must be removed...

Dave has it mostly correct...

Tell me, before removing the governor, did you run the engine at max RPM or, indeed, at all?

Next question (which has already been asked), did you remove the entire mech or just the arm? If you removed the whole thing, warranty could be a problem...

Chances are, it's doing exactly what it should but, without further info, we simply don't know...
