Any ideas on what it is? Looks like it had a roll bar but was cut off.

That kart used to have a body on it. Very similar to Carsandcameras' (YouTube channel) $50 go kart.
I'd cut off what isn't necessary.

I have no idea, would it have a roll bar and a body both? Its got 4 mounting points

Yup, I've seen several, and the ones I've seen have all lost the body at some point, except one that I know of.
