Things to check...
Flywheel key. Timing might be off
Camshaft compression release. Might be stuck and not bumping the valve open.
Camshaft timing. - Make sure the dots on cam and crank gear align.
Valve lash. People always recommend checking valve lash. It is just a good reason to look in there, my valve lash has always been ok.
When starting, pull slowly until you feel the start of the compression stroke. Then let the cord retract. Then hold tight and give it a good pull. From what I've read and experienced, this problem often fixes itself, which is probably not the best solution. LOL
On the last engine, there was a while where I was getting kickbacks. Then I thought I had no compression for a bit. Then everything was ok. I did break a flywheel key at one point, but not sure it was related (or even at the same time as the kickback issues). This was all when the engine was just put together.
