There is nothing to tune on those stock carbs except idle speed.

Re-jet to a #90 main jet. Your spark plug will run golden brown. You should also look into building a high flow header for better power at higher rpm.

I've seen worse. Oldminibikes.com immediately comes to mind.The factless BS spewed on this forum sometimes makes me laugh and other times just makes me frustrated.
This is not a cure-all solution. Each engine is itself. I would suggest getting a precise drill bit set and slowly opening up the stock jet until it runs properly. Then ID the bit used, and buy the proper jet.

I just remember that if you have stock springs the engine valves will float. With stronger spring they wont and it will cause the RPM to tear up your engine.
