if you want something light weight, fast and can hit a high rpm easily then for all means go with a rotary but the frame cant be entirely carbon fiber more or so the chassis would last longer if you used sq. tubing for it then everything else can be carbon fiber.

And a twin turbo rotary aka 13b-rew is'nt your best bang for buck if you want turbo either switch to a single turbo aka snail or re-do the entire twin turbo system since it is very friagle.

when you build a car like that you pretty much design the chasis around the powertrain. So you really cant just swap it out later for somthing better. personally i think the whole carbon fiber idea is a total waste of money . Id use aluminum its also alot easier to work with and make changes as you go
