I thought that was a fairly normal way to do it, assuming you're referring to putting a brake band around the clutch drum.
I built a kart many years ago that had the brake set up like this. I annihilated a sapling ginko tree when my chain fell off and I had no brakes.
So kudos on the double brake system.
