Also, it's best if the cable goes straight down into the carb, not from the side.

Your fuel lines are wrong. There's 2 fuel inlets on that petcock meant for on and reserve. Simple. One is taking gas from higher in the tank. When it's out reserve is lower I. The tank and allows the last bit of gas to get your butt home.
The fuel over flow should just drop on the ground.
You have it routed back to the inlet of the petcock.

How would a long cable be a problem. If it's properly lubed and not in a bind. Now if the spring return doesn't have enough to over come the friction of the cable then that's a problem.
So your saying the spring could be weak?
