Looks like a two seater yard cart ... frame is jigged to have the left front off the ground, on flat ground. Its cool, quick and fast. Ken Bars version of a 'fast kart'

I like the reinforced axle bracing and the 'skid bars' underneath. You never know, maybe Ken-Bar had red engines that season and yours is original. There’s black and white engines in that brochure.

That giant air cleaner is easily good for 10+mph....
