I think i need a new engine

I have a honda gx390. last time i tried to star it it would run for 5 sec. then quit. I thought it was the carb, but as i was changing the oil it looked like water was in there(milky looking). I did a comp. test and it was about 50psi. Is that to low? Does my engine have a gov? is it the plastic gear in the side case? the cylinder was still have the cross marks, and i dont see any scores. Can i get by with rings, or should i get a clone 13hp? I want to stick with a 13hp because i have exhaust, filter, ect for it.

because there was water in my oil. The last time i rode it was raining(light rain), and i didnt have a cover for my filter(didnt think it whould be a big deal. Im not sure if its water, but sure is milky looking. I have it in a clear plastic cont., to see if it separates.

A little water won't hurt anything and will boil off in a few minutes. Water will normally enter crankcase because of condensation and cannot be avoided. Water can't get to crankcase through carb.
How much water are you talking about?

not sure, The comp test is what scares me. I thought maybe the water when by the rings and into the case.

Yeah the water would have been long gone before it blew by past the ring's. Ring's are tight enough that even if water was pouring down your intake and your inlet valve was open the water still wouldnt leak down that is if the engine is off. In all your engine is most likely fine, Clean it up and throw it all back together throw some new oil in and and go have fun.
