It should just slide off.
I was just looking around and most of the ones I see have a nut on the shaft this one didn't have one.
I was trying to figure out how to get it off even hit the shaft lightly with a small sledge and it didn't move
Get some CRC Freeze Off. I've used it to remove seized parts before, and it works pretty well.

Its sitting too low. Normally at a standstill the belt should be all the way at the top of the driven unit. It should be nearly flush with the two sheaves. Manco and TAV belts are generally shorter than Yerf-Dog belts, and it looks like your's is too short. Even if it got thinner, it would only slip and flop around on the pulleys. It wouldn't go in that far. I mean its like a full 3/4" in.Wouldn't that be because it's too thin aka worn out?

When I got my one kart it had a 5/8 belt with a 3/4 in. Pully
Possible, as the belt has significant slop. AFAIK the belt should be nice and tight.
I thought that for a 20/30 series, when squeezed and pulled forward, the correct belt would have about an 1/8" gap between it and the bushing on the driver. But I might be wrong.
Although I think that you are right when it comes to 40 series torque converters. Either way, a sizing chart is always helpful.
I would see if you can get the axle to move in instead of pulling the driven unit out. A deadblow hammer and a wooden block on the end would probably do some good, especially with some heat. Do note, the driven unit has plastic "buttons" that are vital for operation so don't melt them. Would put some aluminum foil or something over them as a heatshield.
