And there's the rub. You got the stubby shaft. Tsk, tsk.
If you gotta stay with Honda, go for a GX engine. Unless somehow you can source the proper crankshaft and/or make this thing work...

Yeah that is not gonna work for a kart unless you get a new crank, but at that point you just need to get a predator. Most clutches are for 3/4" keyed PTOs, and your engine has that weird splined thing that is way too short even if it was the right shaft type.

My advice is to sell that to someone who needs a new pressure washer engine and buy a predator or a gx.

You can probably use that engine for a go kart. I would not expect to find any parts for it as far as performance or anything at all other than stock.
On that pto, the gear needs to come off, then you can probably get a clutch to go on there.
One thing is you will need a custom header, the exhaust on those points to the back of the seat when installed for proper crank rotation, As in forward movement.
I currently have a great little pressure washer utilizing that exact engine. I have already replaced the pump on it once, it is a great little motor.
It is what you have and it was 20 bucks Run it.

You can easily use that on a kart, remove that thing on the crank shaft and determine the diameter, get a sprocket to fit it and use a jackshaft and install your clutch on the jackshaft. You what you have don't always buy something make it yourself, its more rewarding and fun!

If I got that for $20 a welder would make it work on something with wheels in less than twenty minutes. $20 is some cheap entertainment. I would not, however, bother with mods, if you're going to that level start with a better base.
