Homelite will not start

I have a homelite 196cc engine in an "off road" cart that will
start. Approximately 2 years ago it decided it would not run without the choke being applied. Due to getting a house ready to sell and building a new one the cart had to sit in storage for probably 18 months. Fast forward to today, checked spark and it appeared good. Check carb. for trash and varnish, surprisingly it was nice and clean. Compression test showed 55psi. before oil in cylinder and struggled to hit 60psi. after oil in cylinder.
I have read on the all knowing interweb that anything less than 100psi. means the engine is junk. Is this true or can I possibly "rebuild" this engine?
I purchased a predator engine from H/F but, the shaft is exactly 1 inch too short for my setup.
I mainly want to know if I can install new rings and maybe clean up the valves and be good to go.
ANY help or advice would be greatly appreciated.

For starters- the first hint that it is a fuelling issue was the bit about needing the choke to run. Forget the visual. Clean that carb. The quick check? Put one teaspoon of fresh fuel into the spark plug hole. Toss the plug back in, attach the wire, and attempt to start it. Any coughs, hits, or even a couple seconds of running indicate that your carb is dirty. Fuel degrades quickly these days. You simply cannot leave fuel in it for that long.

Second, the camshaft features a compression relief mechanism for easier starting. To obtain a true compression reading, spin the engine backwards. This defeats the mechanism.

I sprayed fuel in the carb throat a couple of times but, no joy.
Not knowing about the compression release irritates me now.
Seeing as I already have it torn apart might as well put new rings and gaskets in it.
Any other suggestions?
Besides wait for answers.

Well, if its torn apart, you cant try fuel directly in the combustion chamber...

Basically, it comes down to air, fuel, compression and spark. With spark is timing. You might have it open, but did you remove the flywheel? Could be the timing key is sheared.

Never thought about the key being sheared.
I will try to pull the flywheel tomorrow.
I just wish there was some way to use the predator engine.

The shaft of the homelite engine measures right at 3 1/2".
And the predator engines shaft is 1" shorter.
No room for the clutch hub to slide on.

The belt attaches between the two puppies and then there is a chain that drives the rear axle.
Hopefully that makes sense.

Unfortunately I don't think that's the solution.
Unless I am not understanding it's placement.
When I install the two spacers and then the inner hub I am left with no room to install the outer hub.
Forgive my lack of knowledge of exactly what all of these parts are and what their functions are.
