there were a couple small metal shavings in the drive sprocket key hole so maybe the key is damaged?

You're tav look's to working just fine.....the drive sprocket(chain) is'nt moving.......pull off driven unit(belt one) pull off drive sprocket(chain one), should be real easy too tell if missing key.....some drive(chain one) sprockets have key built in,some don't!,requiring sepertat key....if built in and has been sheared(broken off) replace the whole sprocket.....

Ok I took this down to my buddy's shop who is a mechanic. I could not figure this out. He wants to weld the drive sprocket to the jack shaft. Sounds like a good idea to me. Is there anything wrong with doing this?
Thanks!

Yes, there is something wrong with that. If you break a tooth off or need to disassemble it, you can't with out damaging it. You should be able to fully assemble the JS with washers and spacers capped with a nut.

Ill see what he comes up with. I just left it with him. The key was in the TC and the drive sprocket.
